What is a residence permit in Turkey?
A Turkish residence permit, or ikamet izni, is an authorisation to remain in Türkiye under a defined legal purpose. Law 6458 requires a foreigner who will stay beyond the period granted by a visa or visa exemption, or beyond 90 days, to check the residence-permit requirement. The permit is issued to an individual, linked to a category and normally limited by the passport’s validity.
An ikamet is not a visa, citizenship, work authorisation or guarantee that a person can re-enter Türkiye after travel. Entry permission, residence permission and work permission should be checked as separate questions. This distinction matters to foreign homeowners who visit seasonally, families moving together and anyone accepting employment.
Which types of residence permit are available?
Article 30 of Law 6458 lists six types. The legal purpose and evidence should be settled before the online form is completed.

A different legal route may apply when the purpose changes. Law 6458 Article 29 allows a foreigner to seek a permit suited to a new purpose when the original basis ends or another basis arises, but the transition rules and current documents still matter. Can property ownership support a short-term permit?
Property ownership does not create an automatic right to residence. Law 6458 Article 31 includes a foreigner who owns immovable property in Türkiye among people who may receive a short-term permit. The property must be residential and used for that purpose, according to the official Migration Management category material. The applicant must also satisfy the other current requirements and genuinely use the declared home.
For property acquired from 16 October 2023, ask Göç İdaresi whether the nationwide USD 200,000 threshold applies and whether an earlier permit is grandfathered. The applicable amount and any Muğla-specific rule can change, so confirm before relying on the property. Treat the figure as a point to verify, not as a guaranteed approval threshold.
A title deed alone may not answer the address question. Keep the title-deed record, actual accommodation evidence and address information consistent. A commercial unit, vacant land or a home not used by the applicant can raise a different legal issue from a residential property occupied as declared.
How does the e-İkamet online application work?
The official e-İkamet website offers three starting routes: first application, extension of the residence-permit duration and transfer. The home page also links to application-result checking and a Required Documents area. Use the official goc.gov.tr domain and avoid entering passport or payment data into a look-alike website.
A practical application sequence is:
- Decide the category first. Identify the actual purpose: property, tourism, family, student, long-term or another statutory ground. The form should reflect facts that can be documented.
- Prepare identity and address information. Check spelling, passport number, entry history, Turkish address, contact details and previous permit information before starting. Law 6458 generally requires a passport or equivalent document valid at least 60 days beyond the requested permit period.
- Choose first, extension or transfer. A renewal is not a first application, and a change of purpose is not solved by selecting whichever category offers a longer period. Keep the generated application number.
- Complete and save the form. Download or print the application output and retain the appointment details, payment instructions and every message from the authority.
- Follow the appointment instruction. The assigned route and location can depend on the application. Bring originals and copies in the current format; a person may be asked for additional material.
- Track the result. The e-İkamet status page asks for the application number, one contact detail selected at pre-registration and one identity or passport detail, plus the displayed verification. Enter only the requested combination and save the result or message.
An online submission is not the same as approval. The authority assesses the category, documents, address and other statutory conditions. Missing information can delay evaluation, and a request for further documents should be answered through the route and within the period given.
Which documents should an applicant prepare?
The official Required Documents page provides sample forms for first, transfer and renewal applications. The exact checklist varies by permit type, nationality and personal situation, so a list copied from an old blog is not enough.
The usual starting file contains:
- a valid passport or passport-equivalent document and copies of relevant pages;
- the e-İkamet application form, number and appointment record;
- biometric photographs in the current requested format;
- proof of the Turkish address, such as a lease or residential title-deed evidence where appropriate;
- evidence supporting the category, such as property, family, education or other purpose documents;
- health-insurance evidence where required by the category and current checklist; and
- prior permit cards, refusal notices, entry-ban material or other immigration correspondence when relevant.
Translations, notarisation, apostille and copies depend on the document and authority. Do not assume that every foreign document needs the same certification, or that an English-language copy will always replace the document requested by the checklist. Ask the competent authority or a lawyer to classify each item before the appointment.
What happens at the appointment and after filing?
The appointment is the point at which the authority can inspect the original file and compare it with the electronic application. The applicant should take the passport and every document listed for the category, arrive at the location shown in the current instruction and keep proof of submission. If an authority requests a missing item, retain the request and submission evidence together.
Address registration must reflect actual accommodation. Law 6458 requires address details for short-term and student permits. A foreigner who enters with a residence or work visa issued by a consulate must register in the address system within 20 working days under Article 26(2). The address issue is separate from the e-İkamet form: do not use a convenient address that cannot be supported or occupied.
Health insurance should be checked for the person, dates and scope required by the current category checklist. Keep policy and payment records, and do not allow coverage to lapse while an application or renewal depends on it. How long does a residence permit take, and what does it cost?
Law 6458 Article 21(5) says residence-permit applications are concluded within 90 days. Article 21 also allows assessment to be deferred while missing information or documents are completed. In practice, the appointment date, document requests and administrative workload can affect the timetable, so 90 days should not be treated as a promise for an incomplete file.
There is no single residence permit Turkey cost for every nationality. Government charges vary with nationality, category, requested period and the current tariff. Confirm the current figure immediately before payment rather than relying on a social-media table or old guide.
How do renewals and category changes work?
Article 24 allows a renewal application from 60 days before the current permit expires and requires it to be filed before expiry. A person who applies for renewal receives a non-fee document and may remain in Türkiye with that document until a decision, even if the old permit date passes. Keep the document and check travel consequences before leaving the country.
A renewal still requires the legal basis to continue. A property owner should check residential use, address and the current property rules; a family applicant should check the sponsor and relationship; a student should check continuing enrolment. A changed purpose may require a transfer or a new category rather than a routine extension.
For a refusal or non-renewal, read the written notice and record its service date. Article 25 requires notification of a refusal, non-renewal or cancellation to the foreigner, representative or lawyer. The general administrative-court period is 60 days where no special statute sets another period, but an immigration notice may contain a shorter or different route. Do not count from the date a friend or intermediary first mentions the result.
Why are residence permit applications refused?
Common problems are not always dramatic immigration violations. A file can fail because the declared purpose does not match the evidence, the address cannot be verified, the property is not being used as a home, a family relationship or sponsor condition is missing, insurance does not meet the current checklist, or information in the form conflicts with the passport or earlier records.
Law 6458 Article 32 requires short-term applicants to identify an Article 31 purpose, provide related information and documents, meet accommodation standards, provide a criminal-record document if requested and give an address. Article 33 allows refusal, cancellation or non-renewal where those conditions are not met, the permit is used outside its purpose or a valid deportation or entry-ban decision exists. Similar category-specific rules apply to family and student permits.
A refusal should be analysed with the notice, service proof, application output and submitted documents. Filing another form without addressing the stated reason can create a second inconsistent record. What happens after an overstay or entry ban?
An overstay can lead to fees, an entry restriction or a deportation process; the result depends on the dates, reason, decision and nationality. A residence-permit application does not erase an earlier breach automatically. Keep entry and exit records, old cards, applications and payment or departure documents.
A deportation order has an urgent separate rule. Law 6458 Article 53(3) allows the foreigner, legal representative or lawyer to apply to the administrative court within seven days after service. A person should obtain the order immediately and not treat a general 60-day administrative period as a safe substitute. The rules are national, but the responsible appointment location and practical document handling should be checked for the applicant’s address. Appointment locations can change, so use the e-İkamet and Göç Randevu systems or contact YİMER on 157 inside Türkiye; do not rely on an old map pin or an expat directory.
The same caution applies when a person lives in Göcek, Ölüdeniz, Hisarönü, Ovacık, Çalış, Kayaköy or another Fethiye-area locality. Many straightforward applications still require careful document matching.
