Which Turkish citizenship route fits your situation?
Law No. 5901 Article 5 states, “Türk vatandaşlığı, doğumla veya sonradan kazanılır” — Turkish citizenship is acquired by birth or later. The route matters because an application based on five years of residence has different conditions from one based on marriage, investment, descent or adoption. Start by identifying the legal basis and then build evidence for that basis.

Can citizenship come from Turkish descent or birth?
A child born in Türkiye or abroad to a Turkish mother or father can acquire citizenship by descent under Article 7, subject to the statutory way the parent-child relationship is established. Article 8 also provides a birth-place route for a child born in Türkiye who does not acquire any nationality from foreign parents. These routes are different from naturalisation: they concern citizenship acquired by birth and may require civil-registry evidence rather than five years of residence.
A descent file may require birth certificates, proof of the Turkish parent’s identity or registration, evidence establishing parentage, and documents explaining changes of name or marital status. Foreign records may need apostille or another legalisation process and a Turkish translation. The responsible population authority should confirm the current document list before originals are sent or certified. Residence records often form part of the naturalisation file, but a residence permit is not citizenship. How does Turkish citizenship by naturalisation work?
General naturalisation is the route most often meant by “Turkish citizenship after five years”. Article 11 of Law No. 5901 lists these conditions: the applicant must be an adult with decision-making capacity under the relevant law; have lived in Türkiye continuously for five years before applying; show an intention to settle; have no disease dangerous to general health; be of good character; speak sufficient Turkish; have income or a profession supporting the applicant and dependants; and have no national-security or public-order obstacle. The residence condition appears in Article 11 as “Başvuru tarihinden geriye doğru Türkiye’de kesintisiz beş yıl ikamet etmek” — continuous residence in Türkiye for five years backwards from the application date.
The Turkish regulation adds the practical screening process. An applicant can be refused at the intake stage where the five-year period is not shown, documents are missing, a criminal proceeding or conviction affects the file, or the residence history does not show lawful settlement. A history based only on tourism, study, treatment or another temporary purpose may not demonstrate the settlement required for this route.
Law 5901 Article 15 allows a total of up to 12 months outside Türkiye during the qualifying residence period. That does not mean every absence is harmless: keep entry and exit records, residence cards, address evidence and documents showing the actual purpose of living in Türkiye. Article 15 also states that the applicant may be outside Türkiye “toplam oniki ayı geçmemek üzere” during the qualifying period, meaning no more than 12 months in total under that rule.
The application file commonly includes a passport or equivalent identity document, birth record, civil-status and family records, health report, proof of income or profession, entry-and-exit record, a residence permit extending far enough for the procedure, any final criminal judgment and the official payment receipt. The exact checklist depends on the applicant and current authority instructions.
Is Turkish citizenship by marriage automatic?
It is not. Article 16 opens with the exact rule, “Bir Türk vatandaşı ile evlenme doğrudan Türk vatandaşlığını kazandırmaz” — marriage to a Turkish citizen does not directly grant Turkish citizenship. A foreign spouse may apply after at least three years of marriage that is still continuing. The applicant must live in family unity, avoid conduct incompatible with the marriage and have no national-security or public-order obstacle.
The authority can interview both spouses and investigate whether the marriage is genuine rather than arranged solely to obtain nationality. If the Turkish spouse dies after the application, the family-unity condition is treated differently under Article 16, but the other conditions remain important. How does citizenship by investment work?
Investment citizenship is an exceptional route under Article 12 and the implementing regulation. The current regulation lists several qualifying categories, subject to certification by the responsible institution:

The family framework under Article 12 can cover a foreign spouse and the applicant’s or spouse’s minor or dependent foreign children when the statutory conditions and documents are satisfied. Each relative needs an accurate identity and family record. There is no safe assumption that an adult child, partner or other relative is included.
What other routes does Law No. 5901 provide?
Investment and naturalisation are not the whole law. Depending on facts, a person may need to consider:
- Adoption: an unmarried minor foreign person adopted by a Turkish citizen may acquire citizenship if national-security and public-order conditions do not prevent it. An adult adoptee is treated under the naturalisation provisions.
- Exceptional admission: Article 12 also covers people who bring exceptional scientific, technological, economic, social, sporting, cultural or artistic value, people whose admission is considered necessary, and accepted immigrants, subject to the statutory decision.
- Re-acquisition: a former Turkish citizen may have a route under Articles 13, 14 or 43. Some routes do not require a period of residence; another requires three years of residence. The reason citizenship was lost controls.
- Choice: a person who lost Turkish citizenship through a parent may be able to use the right of choice within three years after becoming an adult, under Articles 21 and 34 of the implementing regulation.
- North Cyprus and special historical categories: Law No. 5901 contains provisions for citizens of the Turkish Republic of Northern Cyprus and specified former citizenship categories. The correct application route depends on registration and personal history.
These routes should not be mixed together. A descent claim is not an investment application, and a former citizen’s re-acquisition file is not general naturalisation.
What does Mavi Kart mean?
Mavi Kart (Blue Card) under Article 28 is not a route that grants a foreigner Turkish citizenship. It is issued, on request, to people who were Turkish citizens by birth and lost citizenship after receiving permission to leave, and can extend to qualifying descendants. They generally retain many rights given to Turkish citizens, subject to exceptions including political rights and certain public posts. The card proves the Article 28 status; it does not make the holder a current Turkish citizen.
This citizenship-law Mavi Kart should not be confused with the separate marine waste-tracking card sometimes used by boats. A yacht or marina document with the same colour name has no connection with nationality, naturalisation or passport entitlement.
Does Turkey allow dual nationality?
Article 44 uses the heading “Çok vatandaşlık” and provides that when a person acquires another state’s nationality, submits evidence and is found to be the same person in the records, an explanation of multiple nationality is entered in the family register. Turkey’s process therefore recognises multiple nationality in appropriate cases. The other country may impose its own reporting, renunciation or loss rules, so Turkish recognition does not answer that foreign-law question. The operative Article 44 wording is that an entry is made when the records show the person has “çok vatandaşlığa sahip” — multiple nationality.
Keep passports and civil records consistent. Report the additional nationality to a population directorate in Türkiye or a Turkish diplomatic mission abroad through the current procedure. Correct spelling, birth date and identity matching can matter more than the label used on an old document.
What about military service after naturalisation?
A new citizen should treat military service as a separate question. The citizenship statute does not provide a universal answer for every new citizen’s age, prior service, residence history or other nationality. Before travelling, taking a job or applying for a passport, ask the current Turkish military authority or consulate whether registration, deferment, exemption or another step applies to the individual facts. Keep any written response with the citizenship file.
This is especially important where a person already had military obligations in another country, acquired Turkish nationality as an adult or holds more than one nationality. Do not rely on an online forum or an assumption that residence abroad removes every obligation.
How do you apply, and how long does it take?
The application authority and documents depend on the route. A practical sequence is:
- Identify the legal basis and check whether the key eligibility condition is met.
- Obtain the current official form and document list from the competent authority.
- Legalise or apostille foreign public documents where required, arrange Turkish translations and reconcile names and dates.
- Submit the file to the responsible population authority, governorate or Turkish consulate, depending on the route and place of residence.
- Attend any interview or provide additional documents requested during the examination.
- Keep the application number, receipts, notices, travel records and copies of everything filed.
- After a positive decision, complete civil-registration and identity-document steps before applying for a passport.
There is no single citizenship-processing time for all routes. Naturalisation interviews, investment certifications, family records, background checks, missing documents and official workload can change the sequence. Article 10 says that meeting conditions does not give a person an absolute right to citizenship, and Article 19 allows an unsuitable application to be refused.
How does a Turkish citizen obtain a passport?
A passport is proof of travel identity, not the decision that creates citizenship. After the citizenship record is completed, use the current Nüfus and Citizenship Affairs passport instructions for the appointment, identity document, biometric photograph, fee and any supporting records. A Turkish citizen living abroad should check the competent consulate’s process. Passport validity, fees and destination entry rules change, so do not publish or rely on a permanent visa-free-country list.

Frequently asked questions
Can a foreigner get Turkish citizenship without buying property?
Yes. Possible routes include general naturalisation after the statutory residence and other conditions, marriage to a Turkish citizen, descent, adoption of a minor, exceptional admission and certain re-acquisition or choice routes. Property investment is only one exceptional route. Every route has its own documents and assessment, and satisfying a checklist does not by itself guarantee a positive decision.
Does five years of residence guarantee Turkish citizenship?
No. Five years of qualifying residence is one condition for general naturalisation, not an automatic entitlement. The applicant must also show settlement intention, health, good character, sufficient Turkish, income or a profession and no national-security or public-order obstacle. The authority examines residence purpose and absences, and may not accept a history that does not demonstrate genuine settlement.
Is Turkish citizenship automatic after marrying a Turkish citizen?
No. A foreign spouse may apply after at least three years of continuing marriage to a Turkish citizen, provided the statutory conditions are met. Authorities examine family unity, conduct and security or public-order issues. The marriage route is an application and review process; the wedding ceremony or marriage certificate alone does not change the applicant's nationality.
Does Turkey allow dual nationality?
Turkish law provides a registration mechanism for a Turkish citizen who acquires another nationality and proves the foreign nationality and identity match. Whether the other country permits dual nationality is a separate question under that country's law. Report the new nationality through the relevant population office or Turkish consulate and keep the matching identity documents.
What is a Turkish Mavi Kart?
In citizenship law, Mavi Kart is an identity card for people who were Turkish citizens by birth but lost citizenship with permission to leave, and for qualifying descendants. It preserves many rights subject to statutory exceptions, but it is not Turkish citizenship and does not confer every political or public-service right. This Mavi Kart is distinct from any marine waste-tracking card with the same name.
Will a new Turkish citizen have to do military service?
Citizenship approval does not answer every military-service question. A new citizen should not assume an exemption, call-up or deadline from the citizenship decision alone. Age, prior service, residence, other nationality and current military rules can matter.
