What is Web Tapu and what does tapu mean?
Web Tapu is TKGM’s online gateway for authenticated land-registry services. Tapu means title deed and can refer to the registered ownership record or its paper or electronic extract. Kadastro is the cadastral system that maps parcels and records identifiers. “Tapu kadastro” describes these connected but different parts of the land system.
A title record is not a complete property due-diligence file. It may show the registered owner, parcel and independent-unit information, shares and registered restrictions, but not every planning or construction issue. Before buying, compare it with the approved project, the municipality’s zoning information and the iskan or habitation certificate.
How do Web Tapu, e-Devlet and Parsel Sorgu differ?
Use each official portal for its purpose. Search for “tapu sorgulama” or “tapu kadastro sorgulama” in Turkish and choose the service matching the information needed; a map or property advertisement is not an official record.

Parsel Sorgu is useful at the start. Use province, district, neighbourhood, block (ada) and parcel (parsel) details to check whether the mapped land matches the seller’s documents. Treat the result as orientation and check the portal’s current notice: a map result is not a title deed or proof of buildable land.
How does a foreign owner complete Web Tapu giriş?
A foreign owner should first establish whether they have a foreigner identification number (yabancı kimlik numarası, YKN) and an e-Devlet authentication method. The official e-Devlet guidance for non-citizens says that a foreigner seeking authenticated e-services applies at a PTT centre with a residence-permit document bearing the foreigner number. Foreigners residing in Türkiye for at least six months receive a number different from a Turkish citizen’s identification number.
The practical sequence is:
- Check the YKN on the residence-permit document or through the official identity-number enquiry route. Do not replace it with a passport number.
- Apply personally at a PTT centre with the required valid residence document and YKN. The current official login guidance says e-Devlet passwords are obtained in person from PTT centres or authorised channels in Türkiye; Turkish citizens and foreigners may have different document checks.
- Open the official e-Devlet login and use the YKN in the identity field where the system accepts a foreigner account, together with the password. If the login or Web Tapu service rejects the account, stop rather than sharing credentials and ask TKGM which current authentication route applies.
- From the authenticated service, open Web Tapu and use only the property and transaction options shown for that account. Keep the password private; a lawyer does not need the owner’s password to act under properly documented authority.
Property ownership does not automatically give a person a residence permit or YKN. A non-resident owner unable to use e-Devlet should ask the relevant Tapu Müdürlüğü or a lawyer about the current alternative, including a power of attorney where appropriate. Never give a password or one-time verification code to a broker or unknown intermediary.
How should I read a Turkish title deed?
Start with identity and location: check the registered owner’s full name, nationality or identity details, district and neighbourhood, ada and parsel, land area, quality and share, and—if it is an apartment—the block, floor and independent-unit number. Match these with the property shown and seller’s identity document. Explain any mismatch before a deposit or signature.
The title type gives an important warning, but not the whole answer:

A shared title is not automatically an exclusive title to the viewed room, garden or section. A private agreement or physical division may not create the same right as a registered independent unit. Check the share, co-owner authority and proposed contract before paying.
What do ipotek, haciz, şerh and beyan mean?
These words differ. An ipotek is a registered mortgage securing a debt. A haciz is an attachment or enforcement restriction. A şerh is a registered annotation recording a notice, promise, restriction or other effect, while a beyan is a declaration recorded in the registry. Legal effect depends on the exact wording, date, beneficiary and underlying document.
Do not accept “the seller will remove it later” without a written, workable release process. Ask who can remove the entry, whether payment must be made to a bank or enforcement office, and whether the transfer can be completed free of the restriction. Also check co-owners, usufructs, easements, family or public restrictions and project obligations in the declarations section.
How do I book tapu randevu and pay tapu harcı?
For a transaction, the parcel and current TKGM procedure determine the competent office. Web Tapu connects a foreign buyer’s application to official land-registry channels. Menu names and required fields can change, so follow current instructions rather than an old screenshot or paid “tapu randevu alma” service.
- Sign in through the official route and select the transaction, such as a sale or another available registration request.
- Enter the property identifiers and parties exactly as shown in the title and identity documents. Add an authorised representative only through a valid authority document.
- Submit the application and monitor the official notification. The office may request documents, a valuation report or corrections before fixing the appointment.
- When the fee notice and appointment details arrive, check the names, property and amount. Pay through the official payment route or reference supplied by TKGM, such as the current e-Tahsilat option, and retain the receipt.
- Attend with the requested originals, or use a properly authorised representative. Registration is the decisive official step; a Web Tapu application or payment alone does not transfer ownership.
For a sale, Law No. 492 sets the title-deed fee at 2% for the buyer and 2% for the seller, calculated on the declared transfer/acquisition value and not less than the property-tax value. That is 4% in total before other transaction expenses; confirm the current official assessment, exemptions and payment instructions for the file. Do not send a supposed fee to a personal account because a message uses “tapu harcı ödeme”.
What should be checked before signing or attending?
A title-deed extract is one part of the file. Before a foreign buyer signs, include:
- identity and seller authority, including every co-owner for a shared title;
- current registry entries, mortgages, attachments, annotations, declarations, easements and usufructs;
- the approved plan, construction permit, independent-unit details and iskan;
- written zoning status, access and land-use restrictions from the competent municipality;
- the foreign-buyer valuation report and the current TKGM document list;
- the sale contract, payment sequence, possession date, tax allocation and release of any encumbrance;
- whether a power of attorney is needed and whether its wording covers this exact property and transaction.
TKGM’s current FAQ says that a foreign buyer should confirm the relevant document list with the Tapu Müdürlüğü. A Latin-script passport generally does not need a Turkish translation, while a non-Latin-script document may require one. No general rule requires every foreign purchaser to have a sworn translator or separate Turkish tax number. Confirm the requirement for the particular office and buyer.
When should a lawyer check a tapu in Fethiye?
Arrange a review before a deposit, reservation payment or binding contract—not only on the appointment day. It is especially sensible for a Fethiye, Göcek or surrounding-area property with kat irtifakı, a hisseli tapu, a coastal or rural location, a pool or extension not shown in the project, an ipotek or haciz, a seller acting by power of attorney, or a purchase made from abroad.

How can I check a Turkish title deed for debts or restrictions?
Ask for current registry information and read the annotations, declarations and encumbrances. Look for ipotek (mortgage), haciz (attachment), şerh (registered notice or restriction) and beyan (declaration), then identify the beneficiary, amount, date and removal condition. Public Parcel Query cannot establish that the title is free of these entries.
How much is the tapu transfer fee in Turkey?
For a sale, the title-deed fee is generally 2% of the declared transfer or acquisition value for the buyer and 2% for the seller, calculated on no less than the property-tax value. This is the statutory rate described by Law No. 492 and TKGM. Exemptions, valuation and current tariff treatment can affect a transaction; confirm the official notification before paying.
Should I have a lawyer check my Turkish title deed?
A review is especially important before paying a deposit or signing where the buyer is foreign, the title is shared, the entry is kat irtifakı, or the record contains an ipotek, haciz, şerh or beyan. Compare the registry with identity, authority, zoning, iskan, plans and contract. A review cannot guarantee an outcome, but it can identify issues before registration.
